Energy Systems Analyst

DESCRIPTION:
The Global Climate and Energy Project (GCEP) is accepting applications for an Energy Systems Analyst reporting to the Managing Director. The Energy Systems Analyst is responsible for the following:
  • Conducting analysis, modeling and performance quantification of energy systems form a thermodynamic and matter transformation perspective; review of existing research results in field of energy systems modeling; and preparation of reports that situate GCEP-funded projects in the context of global energy systems development.
  • Developing and extending GCEP's data-driven visualization of energy and carbon flows; coordinating the deployment of a web-based visualization tool; and publishing peer-reviewed articles in the area of global energy systems analysis.
  • Supporting the review of proposals by: identifying potential independent reviewers; analyzing the input received from outside reviewers; and participating in the development of recommendations of new GCEP research awards.
  • Participating in the evaluation and synthesis of the results of research sponsored by GCEP through preparation of research project fact sheets and summary reports.

QUALIFICATIONS: Education equal to at least an M.S. degree in an energy-related engineering field and one to five years of professional experience in development or analysis of integrated energy systems, or a Ph.D. in an energy-related engineering field (with or without subsequent experience) is required. Additional professional experience in development or analysis of advanced energy technologies is desired. Must be able to evaluate the technical maturity and promise of various technologies in research and development and have an understanding of engineering fundamentals and scientific principles as well as global energy and climate issues to be able to contribute to the overall mission of the Project. Must possess excellent writing skills and work well in a team environment to reach consensus on addressing technical issues and setting technical directions.

Postdoctoral Energy Systems Analyst

DESCRIPTION:
The Global Climate and Energy Project (GCEP) invites applications for a two-year postdoctoral fellowship in the Energy Systems Analysis from interested recent PhD's in all disciplines of engineering and earth sciences whose research concerns the energy resources, transformations and management.

We are particularly interested in supporting scholarship that would build upon GCEP's knowledge base in one or more of the following disciplines:

  • Mapping and visualization of global energy systems
  • Life cycle analysis of energy resources, fuels, services and related capital equipment
  • Exergy and second-law analysis of device, plant and network scale energy systems
  • Integrated engineering-economic assessment of advanced technology research, development and deployment
The deadline for receipt of all application materials is July 30th, 2008. Initial appointment will begin on September 1st, 2008. Decisions anticipated by mid-August.

Candidates must have their PhD degree in hand by that date. The fellowship carries a stipend of $47,250 and benefits.

Administrative Services Manager

DESCRIPTION:

The Administrative Manager serves as the senior administrator for the Project and has overall responsibility for all administrative and operational functions, including finance, human resources, research administration, facilities and property, and health and safety. As this project is inter-school and interdisciplinary in nature, some complexity and ambiguity exists in its administrative operations. The Administrative Manager is expected to develop and manage consistent methods of operation for the organization. The Administrative Manager is the primary liaison with other offices within the university (Controller, Government Cost and Rate Studies, Dean of Research, Sponsored Projects, etc.) and also serves to represent GCEP and its administrative concerns to the schools and the university as a whole.

RESPONSIBILITIES:
Key responsibilities include:

General Administration

  • Responsible for the accuracy and integrity of GCEP's business processes and practices, and their consistency with University policies and guidelines.
  • Assess administrative and technological structures and processes to ensure they meet the project's needs; design, recommend and implement new ones as needed.
  • Design financial and operational strategies to effectively manage the project's goals.
  • Provide guidance and advice concerning administrative matters to project management team, involved faculty and staff.
  • Serve as the primary representative on all administrative matters to those managing GCEP projects within and outside of the university.

Contract Management

  • Monitor the GCEP Agreement; coordinate necessary changes with University stakeholders and University Counsel. Update the GCEP Subcontract Agreement as necessary; coordinate changes with University stakeholders and retained counsel.
  • Coordinate negotiation of all subcontracts with external institutions by OSR; act as principal administrative interface with subcontractors.
  • Communicate with and report to the GCEP sponsors through emails, meetings and presentations on financial, contractual and other administrative aspects of the Project.
  • Prepare and issue GCEP award letters for new awards and annual incremental funding of existing awards. Maintain all GCEP award files. Work with the Office of Sponsored Research to set up and maintain central accounts. Advise and assist Stanford GCEP award recipients with their account setup and maintenance.

Research Administration

  • Oversee all administrative aspects of GCEP solicitations including receipt of proposals, coordination of proposal reviews, and payment of honoraria as well as handle all administrative questions from proposal authors.
  • Oversee all post award research administration, including, but not limited to:
    - reconciliation of expenses to expenditure statements;
    - providing faculty with financial projections;
    - working with faculty to provide information to facilitate certification of expenditures.
  • Monitor intellectual property aspects of the Project, make quarterly PI inquiries, act as the principal interface with PIs, OTL and retained patent law firms on IP issues, prepare IP status reports, and review and authorize payment of legal fees.

Human Resources

  • Responsible for all departmental human resources functions, including:
  • Foster a work environment which supports collaboration and teamwork, and is conducive to fulfillment of GCEP goals.
  • Manage the hiring process for all central GCEP positions, including development of job descriptions, posting, recruiting, screening, interviewing and, at times, selecting candidates. Work closely with the Human Resources Office and central offices in managing the hiring process and oversee all aspects of personnel transactions.
  • Manage departmental administrative staff and/or act as administrative supervisor in cases where administrative staff report directly to faculty. Provide guidance, support and training opportunities, and serve as mentor/advocate to staff.
  • Serve as resource on performance management and employee relations issues; bring in or refer issues to other resources as appropriate.
  • Initiate job classification reviews when appropriate; regularly assess changes in scope of staff positions.
  • Prepare and maintain all GCEP personnel files including new employee documentation, staff position summaries and performance reviews.
  • Supervise and manage a staff of three including the Budget Analyst and the two Administrative Associates who act as the key administrative resources to all of GCEP.

Financial Management

  • Direct all fiscal operations for GCEP, including:
  • Develop GCEP's consolidated budget
  • Develop budget plans and resource allocation in response to Project goals
  • Supervise the monitoring, analysis, reporting and utilization of project funds by research programs; preparation of quarterly sponsor invoices, advance cash calls, and supporting materials; coordinate preparation and review with the Office of Sponsored Research.
  • Oversee the preparation of financial forecasts, variance reports, regular and ad hoc financial reports and analyses for the annual Management Report, quarterly Management Committee meetings and others as required.
  • Oversee day-to-day financial management of funds supporting the central project organization including all purchasing and contracting, PCards, honorarium payments, etc, assisted by the Administrative Assistants.

Property Administration

  • Handle all property administration issues, including coordination and management of all GCEP central equipment and furnishings.

Health & Safety

  • Ensure that adequate Health & Safety practices are in place wherever GCEP central activities are taking place. Work with local H&S officers to ensure adequate level of compliance with health and safety policies and practices.

QUALIFICATIONS:
Education and experience equal to a four year college degree and 3-5 years of progressively responsible administrative management experience in an academic or research environment is required; an advanced degree in an appropriate discipline plus 5-7 years of experience is desired. Familiarity with all relevant Stanford administrative systems is strongly preferred. The ideal candidate should have demonstrated skills, experience and knowledge necessary to provide leadership in designing, implementing and maintaining effective and efficient administrative operations and practices. Direct experience in the following areas is required: financial management, including budgeting and reporting; human resources, including proven skills in personnel management, supervision and policy implementation; contracting with outside institutions; research administration, including familiarity with all relevant policies and procedures. Completion of Cardinal Curriculum Phase I or equivalent, or the ability to complete the training during probationary period is required. The ideal candidate must have demonstrated ability to take initiative and multitask in a fast-paced environment with minimal supervision and must exercise good judgment, confidentiality and discretion in resolving problems and setting administrative priorities. Demonstrated strengths in problem identification and collaborative problem solving with experience owning problems, making decisions and taking accountability for outcomes are also required. Excellent interpersonal and communication skills are necessary to interact with a wide range of individuals, to establish credibility as a valuable resource, and to serve as a primary conduit of information. Demonstrated technical competence in the use of desktop computers (PC) and office productivity software (e.g. Excel, Word, PowerPoint, Project, Adobe Acrobat Professional) is required.
